A group of figures dressed in attire from various white supremacist groups - including hood Klu Klux Klan members, figures wearing swastikas and a man holding a shield that reads "White Knights" above a skull and crossbones - stand behind three police in riot gear. In the top right corner, a group of KKK members rings a burning cross. Printed on a page from an appendix to the Federal Budget for fiscal year 1994 detailing money for foreign aid.
