On February 26, 1936, a group of junior officers of the Imperial Japanese Army attempted a coup d’état, dissatisfied with what they saw as the government’s excesses and lack of support for enlisted men. The plot failed, but the country, and Tokyo in particular, were put on edge. The government established a Special Police Force, ostensibly to prevent a similar event from occurring, but these forces soon began to regulate the lives of ordinary citizens. In one of his best-known photographs, Kageyama tilts the frame to heighten the disquieting presence of these officers, their pistols drawn and staves at the ready for crowd control.
