After the war wounded veterans were forced to live on the streets of the country’s large cities begging just to survive. They dressed in simple white cotton garments, the standard garb used for dressing the dead. This emphasized their desperate circumstances—too badly injured to work and with no support from the government. Kageyama photographed the camp of a group of wounded veterans protesting their forced removal from hospitals in front of the Nihon Gekijo, one of the city’s best-known theaters, which survived the fire bombings and where the city’s more fortunate residents could go for entertainment.
