Secretary of War Edwin M. Stanton suggested this subject to John Rogers in 1867. The Council of War shows Lieutenant General Ulysses S. Grant, back from his first visit to the Army of the Potomac, presenting President Lincoln with his strategy for operations. Stanton stands behind the seated president and cleans his glasses so he might more clearly see the map that Lincoln holds. The sculptor used photographs to create the likenesses of his subjects. The fact that Rogers produced three variants of the group suggests the subject’s popularity. The position of Stanton’s hands directly behind Lincoln’s head reveals that the Mead’s plaster is an example of the second type.
