A modern weather station was constructed in the center of Tokyo in the early decades of the twentieth century. The clock tower became one of the most famous monuments of the Great Kanto - Earthquake, having stopped at 11:58, the minute the earthquake hit. Koizumi comments, “This is where they forecast the weather, sometimes correctly, sometimes not.”
