A man wearing a trench coat and a fedora has stopped on a bridge to look out over the landscape of the new city. In the distance, illuminated by blue and red neon lights, is the new Mitsukoshi Department Store in Shinjuku, which had opened in 1929. In the foreground is a steel pylon of the Keiƍ Railway, which brought residents of the western suburbs into the city.
